§ 9.12.050. Carrying packages—Passengers—Bicycle under control.

  • No person operating a bicycle upon a public way shall carry any package, bundle or article which prevents the rider from keeping at least one hand upon the handlebars, nor shall any person other than the operator ride or be permitted to ride upon a bicycle unless the same is constructed to accommodate two persons. The operator of a bicycle upon the public way shall keep the same under control at all times and at all times during operation shall have one or both hands upon the handlebars, and shall be capable of operating the braking device.
