§ 5.10.080. Accidental discharge/slug control.

  • All significant industrial users (SIUs) shall be evaluated by the POTW to determine the need for a slug control plan at least once or whenever a major change occurs at the facility. Where deemed necessary by the director, users shall develop and implement a plan to comply with 40 CFR 403.8(f)(1)(iii)(B)(6), 403.8(f)(2)(vi). Such a plan shall be made a part of the SIU permit and shall contain at least the following elements:

    (1)

    Description of discharge practices, including non-routine batch discharges;

    (2)

    Description of stored chemicals;

    (3)

    Procedures for immediately notifying the POTW of a slug discharge or any changes at its facility affecting the potential for a slug discharges and procedures for follow-up written notification within five days;

    (4)

    If necessary, procedures to prevent adverse impact from accidental spills, including inspection and maintenance of storage areas, handling and transfer of materials, loading and unloading operations, control of plant site run-off, worker training, building of containment structures or equipment, measures for containing toxic organic pollutants (including solvents) and/or measures and equipment for emergency response; and

    (5)

    If necessary, follow-up practices to limit the damage suffered by the treatment plant or the environment.
