§ 2.10.010. Purpose and intent.

  • (a)

    The purpose and intent behind this chapter is to provide the city with a more specific statement as to how the city will utilize the revenues that it will receive if the people of Council Bluffs vote on a local option sales tax in December of 1989. The ballot indicates that one hundred (100) percent of such revenue shall be devoted to the maintenance and improvement of the city's sewer and street systems to supplement the amounts normally budgeted for these purposes.

    (b)

    In order to minimize the hazard of flooding in Council Bluffs, the sewer and street system includes the city's storm water drainage system consisting of all man-made structures and natural watercourses including, but not limited to creeks, catch basins, ditches, streams, gullies, ravines, flumes, culverts, siphons, streets, curbs, gutters, dams, floodwalls, levees, and pumping stations. The provisions of this chapter shall not be construed to mean anything that is inconsistent with the language which is contained in the ballot.
