All appointments to the board, unless to fill a vacancy, shall be for three years,
with a maximum of three consecutive terms. Each full term shall commence on July 1st.
If a board member's initial appointment was to fill a vacancy, the board member may
be eligible for an additional appointment so long as that appointment, if served,
would not result in that board member serving in excess of 11 consecutive years. The present incumbents are confirmed in their appointments and
terms.
